The teaching of Iranian Studies in Georgia indeed has a century-long tradition. Persian language has been taught at Ivane Javakhishvili Tbilisi State University (TSU) since the university's founding in 1918, giving this higher educational institution a longer history in this field than, for example, the University of Tehran, which was founded in 1934. Since 1939, TSU already had a Department of Persian Philology, which has since been reorganized today as the Department of Iranian Studies and is one of the oldest in the Caucasus region. Today, bachelor’s, master’s, and doctoral programs in Iranian Studies are offered at four Georgian universities (TSU, Iliauni, KSU and UG), testifying to the growing demand and potential of this field. The Interpreter and the Judicial Process
The right to use an interpreter is not only a right of defense but also a necessary prerequisite for the proper administration of justice. All participants in the judicial process are interested in the services of an interpreter, including the prosecutor, the civil plaintiff, and the court itself. The right to an interpreter is subject to only one requirement. Namely, that a person who does not understand the language of the proceedings benefits from the assistance of an interpreter during the ongoing court proceedings. The European Court of Human Rights has repeatedly stated that Article 6(3)(e) guarantees the right to free assistance of an interpreter. The right to the accessibility of translation services extends not only to oral statements made in court but also to any documentation and pre-trial processes. This means that any defendant who does not understand or speak the language used in court is entitled to the free services of an interpreter, as well as in the case of documentation or statements that are necessary for the process (including translation into the language of the court) or are essential for them to understand the process and for a fair trial. Furthermore, the translation service provided by the court must enable the defendant to learn about the charges against them, to defend themselves, and to have the possibility to present their version of events to the court.
